Good eye, I didn't read the collection but I suspected it was an early lash up with a #46 from the beginning.
Could also be referring to an early 7S Hydraulic Conversion. Adds mystery and challenge.
Unfortunately the Parts Book I recommended is a little short on the #46 48C1 piping information.
