Here we go. Please take a look as something clearly is not right...
Not sure if new nozzles need to be matched with new bodies? There is zero washer or anything between nozzle and body. Seems a little odd but that was how the last set was and I did not see anything in the parts book saying anything else...
Please comment on what you think... I did not yank the pump I listened and left it alone. Waiting for a consensus to say yank it...

Like I mentioned before, they are hand tightened or just snugged, no washers. When the holddown nut is torqued that's what keeps the nozzle and body tight and sealed in the precombustion chamber. That's why the nuts are torqued, if over tightened it will crush and damage the nozzle.

I think those nozzles are junk! Check the body, what the nozzle threads on to, is the outlet hole in the middle or are there two holes going out the side above the threads on the body? Just a note though, it does say in the service manual that if the holddown is not torqued tight or excessive looseness will allow the nozzle to leak and in some instances cause the nozzle to bulge or split.

The body is straight through they are brand new from cat!
Meaning the nozzles...I agree with old magnet that the test is probably not the greatest as it needs to held in place for this particular test...

That's not really a good test. That leakage at the capsule to body joint is affecting the pressure build up needed to crack the nozzle.
When tested on the proper test stand the capsule is retained in a nozzle holding sleeve that is threaded to a substitute holder keeping the capsule enclosed and sealed.
There is no washer involved with sealing the capsule to body joint although one could probably be utilized for test purposes.
That #6 capsule definitely has a problem. It should not leak as it does out the tip.
Your getting plenty of fuel supply.
Both capsules and pumps can be professionally tested. You need to source that service and utilize it.
