I am looking for a tool for removing water regulators(thermostats) on D7E Cat crawler. Or at least a picture for making a tool. Thank you John

If it has a retaining ring similar to a D4, the removal tool looks like this. Otherwise use a slide hammer,

Rome KG is correct, no special tools needed.
Below is a page from a D7E service manual.
What problem are you trying to correct

Those flange type regulators are notorious for sticking and there is nothing to grab.
Try popping them loose from below by poking through the drain plug under the housing.
I have also used a heat gun on the regulator to get it to open enough to grab the regulating valve.
