The cam gears themselves have marks on the gears to line them up if they have been disassembed & then to time them to the engine first the engine has to be turned to TDC #1 on the firing stroke. The gear in the rear case will have a missing spline directly on top position so then turn the cams so the drive cam has the internal splines on top too & then if the cams are bolted down the stub shaft with the missing teeth (splines) on each end will slip in & it should be right then.

I should have said the cam that has the splines in it the missing spline also has to be on top so the stub drive shaft will slip in through both the rear gear train gear & into the cam so in other words both the rear internal gear inside the rear housing & the cam drive both have to have the missing spline on top then the stub shaft will slip in.
