First on the list, fill the fuel tank!!
(assuming a leaky fuel tank was not the problem)
If you have a manual, follow the priming procedure in it basically working from the tank to the injectors. All air has to be removed from the fuel lines. If you don't have a manual we can post a page with the info.

Steps:
1. Fill tank - ideally completely full
2. Verify tank valve is open
3. Open bleeder valves on fuel filter tower
- optional: apply no more than 5psi air pressure to fuel tank to assist with pushing fuel through
4. Open bleeder valves on injection pumps (4 of) - special socket or wrench is recommended but a 1/4" open wrench can substitute
5. Set the main governor control to off
6. If you have a pony start, turn over main engine with decompression. This will operate the fuel transfer pump to assist with pushing fuel through the system but the fuel will likely flow anyway with a full tank and air pressure
7. When a steady stream of fuel with no air bubbles emits from the filter tower bleeder, close them
8. When a steady stream of fuel with no air bubbles emits from the injection pump bleeders, close them
9. Open governor control and start main engine

Nicley done Niel, wish I had this list last year when I ran my D6 out of fuel out in the pasture. Got it going but not without a lot of bad words!! Following your description would have been so much Thank you, Tom.
