Good news is the the tractor run well. How ever the gasket between the head and water neck blew out. Engine will come up to temp 185. Very bottom bottom rad pipe stays cold. I didn't make any special gaskets with no hole. Is there a circulation diagram some where?.. Ran for over 30 mins.
Has me puzzled. Prolly take the whole mess apart.

Took everything apart. No apparent issues, thermostat works. Unless that rad is so efficient that it cool very well.

I believe that I have remedied the situation. Looks as if there is way to much bypass from the top neck as designed. I made 1 of the gaskets with a 3/8 " hole. Not to block off but to slow the circulation down in that pipe.
