That repair may be 40 years old - long before that entire area was saturated and contaminated with oil. To try brazing now may be very very difficult. Solvent a little die grinding epoxy or large iron and solder once the small weep is found. Bob

Yes it can be repaired, clean off all that slobber, a competent welder will braze that up neatly, if someone that worked at my place let a job out looking like that it would be their last one, make sure the engine is sitting comfortable and bolted up properly when you put it back.

Thank you everyone for the input. I am inclined to clean it up and give it my best to do a braze repair on it. I will remove the pony and do a complete disassemble on it. I want to check everything out. Will do repairs as necessary but hoping to reuse as much as possible. Will check crank, rods, bushings, bearings, cylinders and reseal. Will keep you all posted.
