By fully adjusted do you mean the limit of the adjustment????......when the adjustable collar bottoms out on the hub....there is no more.
Usual method of soak, beat, pry and as a last resort heat (don't set the place on fire;)
) to get the collar to break loose.
If you suspect it is bottomed out try rotating in opposite direction to get it loose.
