I'll check my plate the next time I have it open and see if I can estimate how open it is on the current throttle idle screw setting. I'm sure it's just a whisker open because I recall that when I fitted the carb, I initially set the screw so it was just touching with the plate fully closed. Once I got it started, I opened it up a hair. Probably also depends a little on how big those grooves are. Eyeball says there's a bit of variation between the ones I've seen. At the end of the day though, if we get a good idle, that's the main thing : )
I couldn't be happier with my idle because I can start it at low idle even in cold weather, and I like that for its (hopefully) journal saving properties

My D25U has the factory shut off valve on the left side of the pony. I have had to take the stem out of the valve body because crud has plugged up the valve. I take the stem out with the main shut off open and flush the crud out. I put the stem back in and the pony usually starts right up.

That sounds like good advice, mine is a 5U with the same valve set up you mentioned. Will do that check tomorrow. I'm confident it's starving for fuel.

This is a dangerous procedure I learned from an old timer. Do it only outside and away from flame or ignition. To test a carb off the engine. Set it up with a clear open area below it. Fill the fuel bowl. With you on the up breeze side, put an air nozzle directing flow through the throttle plate. If carb is correct, you will see the atomized fuel flow out of the bottom. Atomized fuel is extremely volatile. Be careful. One short shot of air will prove carb OK and ready to reinstall or not. Don't over do it.

If you have slow or stopping fuel flow loosen the gas cap to insure you don't have a clogged vent in the cap.

If you have slow or stopping fuel flow loosen the gas cap to insure you don't have a clogged vent in the cap.

Yes, my breather cap is blocked so I remove cap to start pony. Removed and inspected fuel taps which were all clear. So will have to remove and inspect carb again.

Did you stick a piece of wire into the left side tap after you had the stem out? I had to do that once.
