This is a seek and find job so first take the main fuel line from the tank to the transfer pump under the filter and see if you got fuel coming there. If you do have fuel then remove that block that the line screws into and clean the spring and plunger inside the block and then proceed to bleed the system out from there. Could even have the rack stuck inside the injection housing so just take the side cover off it below the fuel pumps & lines and check there if it moves when the throttle is pulled on.This is a few things to check first to maybe find the problem.

When you get the side plate off the inj. housing see if the pumps are all raising and lowering ok as those two that show little fuel could be stuck esp. if the tractor has been setting for a long period of time.If they are stuck it might be a good idea to change the filters any way if they,re not and clean out the filter base and if the fuel is old in the main fuel tank then install fresh new fuel in it.

I hate to admit my first adventure with starting a D2. The throttle has some travel after it goes past the fuel shutoff detent. This means you can move the throttle up and down and still be in the shutoff mode. Make sure it "clicks" past the detent into the operating range before throwing in the compression release. Good Luck!
