I purchased a D6 9u at an aution ooops! In reference to the starting engine: rebuilt the starter, rebuilt the magneto, took carb apart and cleaned, did same to fuel tank and ran a new fuel line. Compression test about 85 -90 lbs. both cylinders about the same. Timing seems to be out, cannot adjust the mag. in any direction. Unable to build up rpms. Any advice, tips, or suggestions on what to do?

Start with the mag timing and see what that does:)
Point gap is 0.014 - 0.018

Maybe your timing is a little late.

You don't mention if it is firing on both cylinders. You may have only one going due to bad wire or plugs, cracked or carbon tracked magneto cap, bad brush etc.

Your governor might also be frozen up. With the engine stopped, as you push the throttle control rod in, the governor arm should pull the throttle wide open. If not, oil it up with motor oil or penetrating spray. The manuals describe putting about a teaspoonful of oil in the pulley after removing the cover on the end, but I have also put a little in the other end after freeing up one that was stuck in the pivots etc in there.
